Mentor-Protégé Program (MPP)
As testament to GRS’s success, commitment, and capabilities, we are a recognized Mentor in the Department of Defense (DoD) Mentor-Protégé Program (MPP).
DoD’s Mentor-Protégé Program is the oldest continuously operating federal mentor-protégé program in existence. Originally established in the midst of the First Gulf War, the MPP helps eligible businesses expand their footprint in the defense industrial base.
GRS has transferred technology to several protégé firms supporting a wide array of capabilities and services, including Artificial Intelligence, Innovative research, and upgrading IT systems to provide impact to reduce fraud, waste and abuse in the Federal Government.
GRS is a multiple award winner of the DoD Nunn-Perry Award for our Defense Intelligence Agency (DIA) and the United States Air Force (USAF) agreements.
We received awards for:
- Transfer of technology to our protégé firm that was providing language training, culture immersion and regional knowledge solutions to assist DoD Combatant Commands’ intelligence and counterintelligence operations (FY2015 Nunn-Perry Award Winner: X Corp Solutions, Inc.)
- Transfer of technology to our protégé firm whose mission was to deliver high-quality technologies and solutions that safeguard the nation. (FY2015 Nunn-Perry Award Winner: FWG Solutions)
- Transfer of technology to our protégé firm that provide intelligence operations and systems engineering to the Federal and Commercial sectors. (FY2019 Nunn-Perry Award Winner: Advanced Decision Vectors, LLC)
- Transfer of technology to our protégé firm that provides a wide range of services, including acquisition management of IT systems and networking. (FY2023 Nunn-Perry Award Winner: Trust Consulting Services, Inc. (TRUST))
The GRS MPP provides an avenue for businesses to achieve entrepreneurial success and contribute to the strength, supplier base and vigor of our economy. GRS’s technology transfer initiatives help enhance the capability of our protégés to successfully compete for prime and subcontracting opportunities and contribute to the defense of our nation including the reduction of costs for the federal government.
As a proud Mentor in the United States Air Force (AF) Mentor-Protégé Program, GRS has made the program an integral part of our sourcing plans while the protégé firms have used their involvement in the program to develop much needed technical capabilities to diversify their customer base. We are committed to our protégés, and we are committed to supporting the warfighter through MPP.
Technology transfer will assist the protégé in becoming more efficient and effective in the marketplace, offering customers valuable services with increased expertise at lower costs for the federal government. The outcome of the partnership will result in a stronger subcontracting team, assisting the Government to attain goals and objectives more efficiently, on time, and within budget. GRS leadership plays an active role in the protégé development throughout the entire agreement and after graduation.
The Mentor-Protégé Program was established under Public Law 101-510, Section 831, and the National Defense Authorization Act of 1991. Since 1991, DoD MPP has offered substantial assistance to businesses. Helping them to expand the overall base of their marketplace participation has produced more jobs and increased national income. The DoD MPP assists businesses (protégés) to successfully compete for prime contracts and subcontract awards by partnering with typically large companies (mentors) under individual, project-based agreements.
